Getting someone to respond

You could spam them, like everybody else. Send out 300 emails and see what sticks. Certainly, if you contact enough people there’s got to be at least one sucker out there that is desperate enough to talk to you. 

Spray and pray as they say. 

Or, you could be different than everybody else. You could get to know them first. Research their interests. Understand what makes them tick. Ask them for advice—something specific, something they would be delighted to help you out with.

Do them a favor. 

It might take longer. And you certainly won’t have as many “recorded activities” as your manager might like. But you’ll get real results. You’ll make real connections. You’ll add real value.
