A plan or an objective?

Having a plan is great. It usually includes a step-by-step guideline to follow so that you know what to do next. 

An objective is better. You get more creative with solutions because your aim is to reach your final destination rather than to complete a series of tasks. 

Objectives survive when plans fail. And most plans fail.
